WASHINGTON (AP) ? President Barack Obama says there is no easy answer to the problem of rising energy prices and he's dismissing Republican solutions as little more than gimmicks.

"We know there's no silver bullet that will bring down gas prices or reduce our dependence on foreign oil overnight," Obama said Saturday in his weekly radio and Internet address. "But what we can do is get our priorities straight and make a sustained, serious effort to tackle this problem."

Oil prices are approaching last year's highs as tensions increase over Iran's nuclear program. The rise pushed gasoline prices Friday to a national average of $3.65 a gallon, the highest ever for this time of year. A spike in gas prices is normal in spring, but it came earlier than usual this year in large part because of world fears that the growing confrontation with Iran will crimp oil supplies. Iran is the world's third-largest crude supplier.

Rising oil prices weigh on the economy, pushing leisure and business travel costs higher. Every 1-cent increase in the price of gasoline costs the economy $1.4 billon, analysts say.

Obama said Republicans have one answer to the oil pinch: drill.

"You know that's not a plan, especially since we're already drilling," Obama said, echoing his remarks earlier in the week. "It's a bumper sticker."

Obama is pushing what he calls an "all-of-the-above" approach to the problem of limited energy resources, meaning an attempt to seek out alternative energy sources while reducing consumption of traditional fuels.

In the Republican address, Texas Sen. Kay Bailey Hutchison blamed the rise in gasoline prices partly on the Obama administration, which she said has blocked some potential new sources of oil and gas.

"We can't slow down global demand for oil and gas, but we can do a lot more here at home to assure that we have the energy we need and to halt skyrocketing costs," she said. "President Obama's policy has resulted in an unprecedented slowdown in new exploration and production of oil and gas."

Last Sunday?s New York Times had an article highlighting the implementation of the new teacher evaluation system being put in place in Tennessee. The system is part of the Race-to-the-Top attempt to drive education reform in the states by dangling federal cash for reforms.

As you read the article, you should begin to realize why ?reform? fails and why many people in both the Government Education Complex and Education Transformation* movement find these rules so absurd.

There simply is no way that a federal bureaucracy (or any bureaucracy, for that matter) can devise a unified system of teacher evaluation. There are too many variables, and teachers are correct to be skeptical of this top-down approach to their craft.

For example, the first few paragraphs of the article expose the unworkable nature of the evaluation process.

Steve Ball, executive principal at the East Literature Magnet School in Nashville, arrived at an English class unannounced one day this month and spent 60 minutes taking copious notes as he watched the teacher introduce and explain the concept of irony. ?It was a good lesson,? Mr. Ball said.

But under Tennessee?s new teacher-evaluation system, which is similar to systems being adopted around the country, Mr. Ball said he had to give the teacher a one ? the lowest rating on a five-point scale ? in one of 12 categories: breaking students into groups.** Even though Mr. Ball had seen the same teacher, a successful veteran he declined to identify, group students effectively on other occasions, he felt that he had no choice but to follow the strict guidelines of the state?s complicated rubric.

?It?s not an accurate reflection of her as a teacher,? Mr. Ball said.

What a shock. A principal knows his teachers better than the federalized check list. Wonders never cease.

How about another example?

Principals in rural Chester County, Tenn., are staying late and working weekends to complete reviews with more than 100 reference points. In Nashville, teachers are redesigning lessons to meet the myriad criteria ? regardless of whether they think that is the best way to teach. And at Bearden High School in Knoxville, Tenn., physical education teachers are scrambling to incorporate math and writing into activities, since 50 percent of their evaluations will be based on standardized tests, not basketball victories.

Standardized tests for gym teachers?! Again, I tell you with absolute certainty, that you are insane if you believe this type of reform has any hope of success. It is, instead, clear and convincing evidence that I?m right when I say the system is beyond reform.

If physical fitness is important, we ought to realize that things like basketball scores are much better measurements than any written test. Better yet, measure loss of body fat, improvements in coordination, or reduction in times in the 50 or 100 yard dash.

If we must, let us debate whether physical fitness belongs in school. I, for one, think all team sports should be intramural, and not tied to schools, but I realize that attacking America?s addiction to ?Friday night lights? is like attacking the minimum wage. I?m right, but I?ll never convince the comfortable and closed-minded.

One last example?

In early 2010, the legislature required that half of a teacher?s evaluation be based on annual observations and half on student achievement data. The following year, the state board of education added specifics: each year, principals or evaluators would observe new teachers six times, and tenured ones four times.

Each observation focuses on one or two of four areas: instruction, professionalism, classroom environment and planning. Afterward, the observer scores the teacher according to the state?s detailed and computerized system. Instruction, for example, has 12 subcategories, including ?motivating students? and ?presenting instructional content.? Motivating students, in turn, has subcategories like ?regularly reinforces and rewards effort.? In all, there are 116 subcategories.

Again, this process, even as defined by an approving reporter, is insane. Step back from the boring and absurd details discussed in this article, you must realize that the entire ?teacher evaluation? scheme has been hijacked (again!) by the political force to find more useless make-work for a completely unnecessary class of public employees ? school administrators and support staff.

Every district will demand money for 10s of ?Director of Subcategory Reinforcement? positions. You can already see the state superintendents? association lobbying for a vast expansion in administrative payroll.

Lastly, I must give kudos to the Tennessee Teacher?s union representatives. I?m no fan of unions, and their prescription of more money for the failed status quo is completely wrong, but in getting to the point of the evaluation, they have it right.

Gera Summerford, president of the Tennessee Education Association, compared the new evaluations to taking your car to the mechanic and making him use all of his tools to fix it, regardless of the problem, and expecting him to do it in an hour.

?It has been counterproductive to the intent ? a noble intent ? of an evaluation system,? said Stephen Henry, president of the Metropolitan Nashville Education Association.

This NYT article is yet more evidence that dismantlement of the existing American education system is imperative. It is beyond reform, and this illustration of the insanity of yet more needless centralization should be a warning bell to every legislator and governor. It is destined to fail spectacularly and expensively.

The fact is that measuring student achievement through tests, quizzes and demonstration of content mastery (homework) is still the best way to rate a school and its teachers. This is true of math, physical fitness, and every subject in between. The most elegant, simple, fair, and economic way to do this is to have the state set high, but achievable standards, fund the students directly, and have the money flow to the best teachers, principals, independent schools and education providers.

Such as system will not be perfect, however, there is no way it could fail more people than the current system.

We should immediately stop this march toward centralization, and move rapidly in the other direction. Centralized schemes of teacher training, enrichment, and evaluation should be replaced by radical decentralization. This requires rapid expansion of charters options, school choice, digital courses, and virtual schools. We should begin the process of freeing up individual schools to meet standards as they see fit. We should empower principals and providers while holding them accountable for content mastery.

Lastly, we need to empower parents and citizens by giving them both the clout to shut down failing schools, and allow them to choose from a much wider array of schools and providers. This transformative decentralization should be augmented with education savings accounts that allow parents to find the best option, and save the rest for electives, tutoring, or college savings.

For what this nation spends on ?retraining? mediocre teachers and an army of needless administration and support, we could pay the best teachers more, attract better teachers from the private sector, and have money left over for college or training.

My experience with group projects in school indicate that they are universally useless, from first grade up to college. This is not because it isn?t important to be able to work in groups. It is. It is merely that working in groups is something that is much more effectively learned by living life, not as part of a forced curriculum.

Jhabvala, who has written 20 books, won the Booker Prize for her novel Heat and Dust and two Academy Awards for best adapted screenplay for Merchant-Ivory films, A Room with a View and Howards End. ? Born in Germany of Polish parents, she and her family fled the Nazis in 1939 to England, where she learned English, earned a master?s in English, and married an Indian architect. After they raised their family in India, she divided her time between New York, London, and India.? She is a U.S. citizen.

Much of her fiction is set in India, but several of these stories are set in the U.S. The collection is divided into three parts, ?India,? ?Mostly Arts and Entertainment,? and ?The Last Decades.?

In ?Innocence,? my favorite story, there is a kind of double narrative: ? the narrator?s memories run parallel to a novel written by her Indian friend Dinesh, in which he calls himself ?D? and her ?Elisabeth.?? In India, while she studied? with a ?woman saint,? she lodged in the small house? of Mr. and Mrs. Mathotra, ?a middle-aged childless couple who looked more like brother and sister than husband and wife.?? Her fellow lodger, Dinesh, who worked at All India Radio,? despised her spiritual quest, and informed her that her ideas of India were those of 19th-century German professors. ? But when she wants to have a more down-to-earth conversation, he only reluctantly fills her in on the background of their landlords, who sometimes talk mysteriously about their ?problems.?? It seems they embarked on a misguided venture regarding gold speculations, for which Sahib went to jail.? But ?Elisabeth? and ?D? are fond of their landlords, and when they need money, they suggest that the couple take in a third lodger, Kay, a rich, beautiful Indian wastrel who whiles away her time seductively combing her hair. This third lodger is the catalyst of marital jealousy? and violence, and the strong feelings of the married couple come as a surprise.

Many of the stories are about older people?s entanglements and obsessions with beautiful young people who are in some ways lost souls.? In ?Talent,? a gifted singer, Ellie, takes advantage of her agent, Magda, claiming she has no place to live and moving in.? But Magda?s composer cousin, Robert, is the real mark: Ellie is? interested in starring in Robert?s next musical.? This manipulative young woman worms her way into Ellie?s family with a series of lies, and hurts Magda.? But in the end only the genius of Ellie and Robert matters.

In ?Pagans,? the widowed Brigitte, ?large-limbed and golden as a pagan goddess,? forms a rewarding nonsexual; friendship with a young Indian man, Shoki.? He has written a screenplay, but is really valued for his beauty and manners.? When Brigitte?s sister Frances comes to L.A. to persuade her to move to New York, the charming Shoki changes her attitude and spirit. But in the end it is the beautiful people who matter.

Perhaps the most perfectly-crafted story in the collection is ?At the End of the Century.?? Celia, a psychotherapist, becomes obsessed with the pregnancy of her younger half-sister Lily.? Lily, a guileless young woman who cannot take care of herself, wanders around New York with a blank sketchbook and eventually marries a poet, who does not live with her; she continues to live with Celia.? We soon become aware that Celia?s fears about Lily?s pregnancy are real, but events unfold astonishingly in this unconventional love story.

The title story, ?A Lovesong for India,? is my least favorite.? So often this happens in collections of stories:? the title story seems weak and I cannot fathom why they chose it.? In this rather slow story, TC and his English wife, Diana, live in India, and are very comfortable so long as he is in the provinces.? As he rises in the Civil Service, he is eventually transferred to New Delhi, where he works in a position he dislikes.? their son, a teenage delinquent, grows up to be an unscrupulous businessman.? And in the end it is the son?s crimes that, paradoxically, bring?honor to TC and happiness to this couple.

This is a stunning book.? Jhabvala should win the National Book Award.? Isn?t it about time she won?? But I always think this about my favorite authors.

The torso is an important part of the body that gives the upper portion shape and form. Also called the trunk or the core, it encases the chest, spine, abdomen and pelvis in a network of muscles running from the shoulders down to the hips. These muscles should not be neglected because they give powerful support to the torso as well as the whole body.

Many trainees give emphasis on the muscles in their abs for visual appeal and this is good. The merits of sturdy torso muscles

Strong torso muscles minimize back pain. Unstable and weak torso muscles are associated with lower back pain because they are unable to firmly hold the weight of the whole torso, especially the lumbar region where sensitive arteries, nerves and vertebrae are located.

Strong torso muscles enhance good posture and balance. Aside from looking and feeling good, good posture stabilizes the front, back, left, right, upper and lower portions of your body, thus ensuring a stable body equilibrium. For instance, a stooping right shoulder, or a bulging stomach or a crooked back would not only be unsightly but it would make it hard for you to walk or move around smoothly because of a lack of balance.

Strong torso muscles help prevent certain health problems like fitmuscle, joint and ligament strains that can lead to extreme fatigue, joint inflammation, arthritis or other severe ailments.

Simple but doable torso exercises

Chair squat. Start this exercise by sitting on a sturdy chair. Slowly get up from the chair by leaning forward without using your hands to stand up. Do this with straight or leveled shoulders and never lean to any side in order to maintain proper balance. From your standing position, slowly sit on the chair and repeat the step several times until the desired momentum is reached.

Chair squat. Get a stable chair and begin by sitting on it. Slightly leaning your torso forward, slowly stand up from the chair without using your hands to help you. With level shoulders, avoid leaning to one side to develop good balance. Go back to sitting position and repeat 8 to 10 times in 2 sets.

Shoulder shrug. Put your hands at your sides with each hand holding a weight. Raise your shoulders up to your ears as if in a shrug while inhaling and lower them while exhaling. Do this 8 or more times in 2 sets.

Shoulder shrug. With a weight held by each hand, let your hands naturally fall at your sides. While inhaling, raise your shoulders in a shrugging manner to a position as close as possible to your ears, then while exhaling, lower your shoulders, repeating the step several times.

In order to prevent muscle injuries, strains and pains, it is advisable to start and end your home exercises with stretches that last for not less than 5 minutes.

"99 Reasons Why," a clever quiz-based choose-your-own-adventure book will become available on the Kindle (pictured) in March.

Many of us spent our childhoods reading choose-your-own-adventure books that allowed us to make critical decisions for characters in order to arrive at one of many possible story endings ??but as we grew up, so did choose-your-own-adventure books.

As the UK-based Independent explains, a soon-to-be-released novel by the name of "99 Reasons Why" is a prime example of this phenomena. The novel is written by Caroline Smailes and it offers 11 possible endings ? one of which will be selected based on the reader's mood.

No, "99 Reasons Why" doesn't come with some sort of strange mind-reading contraption or even an old-school mood ring?? it's simply an e-book with a quiz at the beginning.?This multiple-choice quiz will ask readers about colors, numbers and objects to determine their tastes and moods.

Once that part is out of the way, readers can go on and read until they arrive at the ending selected for them, which could range "from a 'happily ever after' to a grisly Quentin Tarantino outcome." They can also choose to re-take the quiz or read through the alternate endings if they'd like.

"99 Reasons Why" will become available on the Amazon Kindle as well as many other e-book readers in March.
