Finance Minister Agus DW Martowardojo after a working meeting with the House Commission XI, in Jakarta said the government is preparing to raise the non-taxable income (taxable income). The aim is to improve people's financial capability.

TBILISI (Reuters) - The billionaire leader of the opposition in Georgia on Saturday told tens of thousands of his supporters that the current government loyal to President Mikheil Saakashvili had only hours left in power before it was voted out in an election on Monday.
Addressing crowds in a central square in the capital Tbilisi after days of protests against prison brutality, Bidzina Ivanishvili was making his final pitch before the vote which his six-party "Georgian Dream" coalition hopes to win.
"This regime cannot be the leadership of our country ... This system should collapse ... We have won already, but it should be officially confirmed on October 1," he said.
"This regime's hours are numbered," said the once-reclusive tycoon, whose wealth at $6.4 billion equals nearly half of Georgia's economic output.
According to Saakashvili's supporters the election in the country of 4.5 million - an important transit route for oil and gas to the West - may determine whether Georgia moves closer to Russia or remains a staunch U.S. ally.
They accuse Ivanishvili, who made much of his money in Russia, of being a Kremlin stooge, a charge he denies.
A prison abuse scandal has increased tensions ahead of the vote, prompting calls for restraint from the West.
Nationwide protests broke out last week after two local television channels broadcast images of prison guards beating and raping inmates. The two channels are seen as hostile to Saakashvili and one is owned by Ivanishvili.
Saakashvili, 44, became a political darling in the West when he rose to power in 2004 after a bloodless revolution that toppled Eduard Shevardnadze, a former Soviet foreign minister.
But opponents have since accused him of monopolizing power and criticized him for leading Georgia into a disastrous five-day war with Russia in 2008 which saw his country lose one fifth of its territory.
Saakashvili's promise to take Georgia into the NATO military alliance remains unfulfilled but his oft-repeated desire to do so has soured relations with Russia, one of the small country's most important trading partners.
Saakashvili has promised to leave the presidency next year but needs his party to win in Monday's parliamentary election in order to retain influence and avoid the risk of political oblivion.
RISING SUPPORT FOR OPPOSITION?
An independent opinion poll in August put Ivanishvili's "Georgian Dream" coalition a long way behind Saakashvili's United National Movement ahead of the October 1 election, but showed that 43 percent of respondents could vote either way.
Analysts believe support for the opposition has risen since last week's protests against prison brutality and that Ivanishvili and his movement pose a real threat to Saakashvili's government.
The 2008 war with Russia put Abkhazia and the rebel region of South Ossetia, both now recognized by Moscow as independent nations, further from Georgia's reach and Russian leaders depict Saakashvili as a hothead itching to take the regions by force.
For his part, Saakashvili says President Vladimir Putin wants to gain sway over a country that was under Russian or Soviet control for almost two centuries. He has called the prison scandal "Russian mud" financed with "Russian money".
The heads of the parliamentary delegations of the Organisation for Security and Cooperation in Europe (OSCE), the Council of Europe, NATO and the European Parliament on Saturday called on all political parties and leaders to exercise restraint and to renounce violence.
"We believe that the Georgian people must be able to exercise their civil and democratic rights and choose their representatives in a peaceful atmosphere," European diplomats said in a joint statement.
"Political leaders should be chosen through the ballot box and not on the streets."
Addressing his supporters in several towns in western Georgia on Saturday, Saakashvili said the country would conduct "exemplary elections."
The last time Georgia held a parliamentary election - in 2008 - OSCE observers said the poll was an improvement on a presidential vote earlier that year but was still marred by a number of flaws.
Hit by the war with Russia and the global financial crisis, Georgia's economy has been growing again since 2010. But inflation was 11.2 percent that year and the government expects a rate of 6-7 percent this year after a dip to 2 percent in 2011.

ScienceDaily (Sep. 27, 2012) ? Fishing hooks aren't the only hooks found in east-central Mexican waters. A new species of freshwater fish described by a North Carolina State University researcher has several interesting -- and perhaps cringe-inducing -- characteristics, including a series of four hooks on the male genitalia.
Females of the new species -- the llanos mosquitofish, or Gambusia quadruncus -- also have distinguishing characteristics, including a colorful anal spot.
A paper describing the new species, which lives in a diversity hotspot and seemingly branched off from its closest relative more than one million years ago, appears in the Journal of Fish Biology.
Dr. Brian Langerhans, assistant professor of biology at NC State and the lead author of the paper, says that these interesting characteristics may play important roles in mating control and success.
While more research is needed, Langerhans says that four-hooked genitalia on males can serve a purpose when females attempt to block or restrict mating attempts.
"Typically, reproduction is more costly in females, so females favor ways of reducing mating with 'lower quality' males," Langerhans says, "but reproduction is cheap in males and so selection favors ways of mating with as many females as possible. In Gambusia, some females, including G. quadruncus, have evolved modifications that appear to function as a blocking device -- essentially a big ball of tissue blocking most of the genital pore -- restricting entry of the male's gonopodial tip. Thus, the female would have to behaviorally allow the male to mate or the male would have to evolve a counter response to avoid this problem."
The four-hooked genitalia could be that counter-response, Langerhans says.
"Having four hooks on the gonopodium may provide a means of overcoming female resistance, latching on to the gonopore and transferring sperm in a manner that facilitates effective sperm transfer. Or it may serve to stimulate the female in a manner that causes responses in the female that facilitate effective sperm transfer," Langerhans says.
Somewhat similarly, the colorful anal spot on females appears to serve as a signal that only certain males are desired for mating.
"The differing, species-specific female anal spots appear to influence male mating behavior by signaling the location of the gonopore to the male, sometimes indicating the reproductive status of the female, and distinguishing fish of their own species from fish of other species to reduce costly cross-breeding, which can result in fish with reduced fitness," Langerhans says. "So it may be that G. quadruncus evolved different anal spots to help reduce interspecies matings and possible formation of hybrids."

If you're a sports fan who spends much time on the Internet, chances are high you've come across something called "The Return of D. Rose." It's a series of web videos, produced by Adidas, that chronicle the return of star point guard and sneaker pitchman Derrick Rose from a major knee injury.

Last week, we did a short rundown of how the player and brand have used the web to turn misfortune into great marketing. More recently, we caught up with Ryan Morlan, Adidas' director of marketing for basketball, for the inside story behind the digital-first campaign.
A star sneaker endorser going down with a serious injury would typically be a brand's worst-case senario. But Morlan says an "overwhelming" outpouring of support for Rose from fans on social media created a unique opportunity perfectly suited for the digital age.

As Rose worked his way back way to playing shape, Morlan says, "we felt a responsibility to let fans feel like they're a part of this process."
Rose tore his anterior cruciate ligament in the first game of last season's playoffs. Voted the 2011 NBA MVP, he has his own line of shoes as Adidas' biggest basketball name.
He plays for the Chicago Bulls, was a high school phenom in the same city, and is generally regarded as one of the league's brightest and most humble young stars. In a recent clip that's gone viral among sports fans, Rose sobs at a press conference while thanking his fans and family and juxtaposing his own success with the violence that plagues his hometown.
Morlan says a social media emphasis was an easy choice for "The Return" campaign, given how much player and brand wanted to make sure Rose's fans felt connected. The YouTube platform and serialized mini-doc format provided a perfect opportunity to give fans access to footage not seen anywhere else and break the story into digital-sized chunks.
"You cannot deny the power and reach of YouTube, especially with a teenage basketball player," Morlan says. "And we knew there was this threshold of about a three-minute attention span with the consumer. We wanted to give you content you could see, feel good about and then hopefully continue the conversation on Twitter."
In the month since the campaign launched, three installments of what will eventually be a six-part documentary plus a couple promotional spots have gained a total of more than 3.3 million YouTube views. The first two documentary installments are over a million views apiece.
The release of each new video -- which typically run about three minutes and feature a mix of candid interviews, dramatic music and intimate rehab footage -- inspires a wave of buzz on Twitter among basketball fans and regularly inspires fan tweets such as this one:
Ryan says that feedback on Twitter is essential to achieving the campaign's goal of making fans feel included in Rose's return. At the end of each video, fan tweets are displayed and the external website aggregates tweets and Instagram photos from around the world that feature the hashtag #TheReturn.
The final three installments of "The Return" will run over the next month and lead into the start of the NBA season. I?ve been asked a version of the same question several times in the last few months.
?How do I get recognized as an authority and have people want to work with me on projects or ideas that make me excited??
I?m hardly the last line of expertise on this question, but there?s definitely some stuff I?ve learned and observed ? some of it the hard way and personally ? about putting it out there, about getting yourself in a place where you can take advantage of the good stuff when it comes along, and what separates the ?always seem to be doing the cool stuff? people from the ?WTF, why is that not ME? crowd.
You cannot ? I repeat, cannot ? get approached for awesome things until someone really understands what you do and stand for.
I work in social business strategy and organizational change. I also have experience in community management and building social media teams. I have written (loudly) about these things for almost five years now, and while I?ve occasionally shifted around a bit and evolved my perspective, the themes are consistent. Did I mention the part about having a consistent thread throughout my stuff for the last five years? Not months. Not weeks. YEARS.
I blog about it, in two places (though I?m hardly the machine that other people are in that regard). I wrote a book with Jay Baer about it. I speak about it. I write some more. I had an amazing job doing it for a real, honest living, and then I built a business around it.
I didn?t start out having all kinds of street cred. In fact, I had anything but. But one element of building that credibility was consistently exploring, learning, talking, listening, and plugging away at these topics even when no one was really listening. This kind of thing is a low, slow cook over time. It?s not a big, flashy sudden rush-the-stage kind of deal.
Your theme may be easier or harder to find. My brilliant friend Pam Slim has been talking a lot about finding the through-line in your body of work, the thing that hooks it all together even if your career and experiences have been all over the place. There is a theme, I promise. It just might take some work to dig it out. But it?s worth it.
The biggest favor you can do for yourself is not just to find it, but to continuously and consistently put it out there. Steady and patient wins the race. It really does.
Please believe in something.
You can always change your mind. Evolve your point of view. Change your perspective or advance it or shape it more carefully to reflect your experience and values of the moment. The beauty of the web ? and humanity as a whole ? is that we are not static.
But for the love of all that?s holy,?have the courage to have a perspective.
If you want to be a ?thought leader? or an expert or an authority or even a respected professional, you can?t do that by walking down the middle of the road and hoping that you won?t piss anyone off, or that your ideas aren?t good enough, or that you don?t have what it takes to play alongside the big kids.
You don?t need to be a bitch like I am, but you do need to stand for something. You need to be audacious. And even if you feel ? like many of us do, often, including me ? like you?re vamping your way through the music, play. Pretending and ?faking it?, in many ways, is preparation for the reality of our futures. Do it, believe it, and own it.
People notice. And they want to work with someone who?believes.
Quit ?building your network?.
Much like our obsession over fans and followers and traffic and subscribers and all kinds of meaningless, empty numbers, we crow on about ?building our network? as if amassing nodes on the mesh were enough by itself to do anything meaningful. I?ve had one too many ?Hello, My Name Is? tags and bad canapes to tell you that people spend?millions of dollars every year going to networking events, collecting business cards, and playing the numbers shuffle like a sad, desperate business dating game.
I?ll concede that if you have a network of a million people, your odds of finding someone valuable in that mass statistically and numerically increase. More or less.
But whether or not you believe in Dunbar?s Number, we each have a cognitive, physical, and temporal limitation to how many people and relationships we can maintain with any level of quality over time.
So we must?learn to identify relationships that carry mutual value, and nurture them. Note I said mutual, which necessarily means that you both recognize, appreciate, and are willing to invest in the potential of the relationship (which is not the same as you seeing our relationship as potentially valuable and me not quite seeing it the same way, which I would like to explain to many networking gurus and LinkedIn abusers, but I digress).
I would rather have 50 amazing, fruitful and long-lasting connections any day beneath which I really know and understand the humans than thousands that afford me little more than an email address and the promise of a desperate email someday.
Investment is for tomorrow, for someday, for a time that is not right now. Learn how to do it with people as well as you would like to do it with your bank account. Those are the relationships that end up paying dividends in the long term. It?s not the answer that most people want, but it?s the only one that?s true.
When all else fails, pivot.
There?s something to be said for putting out unfinished ideas and subjecting them to critique before they?re baked. You have to be willing to iterate and adapt, which often means starting before you?re ready to start.
You?ve also got to be willing to make quick decisions about immediate opportunities that may not look like you thought they would. Sometimes, that means listening to a persistent theme that keeps cropping up that?s not exactly where you intended to focus, but yet there it is. Sometimes it?s saying ?yes? to a project that isn?t even fully baked, but that makes you scream HELL YEAH at the top of your lungs (and of course, no I?ve never done that, ever, in the middle of my living room. Nope. Not me.)
Sometimes it?s changing your entire business model on a dime because something moved, and you know it, and you can?t help but respond.
Darwin had it right. Those that survive and thrive aren?t just the ones that are stronger, but the ones most willing and able to adapt to the environment around them.
Half the battle is having great ideas. The other half is being willing to adjust when a great idea finds you.
These aren?t tactical things, like how to grow your email list or find prospects or approach partners. I realize this. But honestly, it?s the best advice I have. Because you can have all the tactical awesomeness in the world, but without the stuff above, they?ll all fall flat on their face.
If you?re in the fortunate position to be working on things that you love and enjoy, please share your experiences. If you get to collaborate with the best and the brightest, tell us what you think are the important things about getting to that point. There are many people lurking and reading that want to know what you did to get there. And this isn?t the time to be humble. NEW YORK (AP) ? New Republican-leaning independent groups entered the presidential advertising fray Wednesday as polling suggests Mitt Romney's campaign may be losing ground against President Barack Obama in key swing states.
The commercials, aimed at voters who supported Obama in 2008 but are undecided now, join those from the campaigns and outside groups swamping a narrow and possibly shrinking map of competitive states in the fast-moving presidential contest.
Americans for Job Security launched an ad in six swing states as part of an $8.7 million ad buy disclosed last week. The group, which does not have to disclose its donors, has actively supported Republican congressional candidates but has stayed out of the presidential campaign until now. The Ending Spending Action Fund, a new conservative group bankrolled by billionaire Joe Ricketts, was set to debut a $10 million, four-state ad campaign beginning Thursday.
The two groups have joined a crowded field of players in a presidential advertising landscape that has largely narrowed to nine states: Colorado, Florida, Iowa, Nevada, New Hampshire, North Carolina, Ohio, Virginia and Wisconsin. All are states Obama carried against Republican John McCain in 2008 but have been tightly contested this time.
A pro-Romney super PAC, Restore Our Future, is advertising in Michigan, while another Republican-leaning group, the American Future Fund, announced Wednesday it would run ads supporting Romney in Minnesota. But polling shows those states tilting heavily toward Obama and neither is considered a top-tier battleground this time because the candidates themselves aren't on the air in those states.
It's a vast change from 2008, when the Obama and McCain campaigns advertised in 21 states that were considered competitive. Several of those have seen virtually no advertising this year, including Arizona, Georgia, Indiana, Maine, Missouri, Montana, New Mexico, Pennsylvania and West Virginia. Polls show Georgia, Indiana, Missouri, Montana and West Virginia all safe for Romney this time ? Obama carried Indiana in 2008 but is not expected to again because he's not competing in earnest there ? while Maine, New Mexico and Pennsylvania are expected to favor the president as they did in 2008.
The decision by Romney's campaign and allied groups to abandon advertising in Pennsylvania particularly surprised political observers, since the state was a top battleground 2008 and is home to many of the white, working-class voters who polls show have been skeptical of Obama since his first run for the presidency. Pro-Romney independent groups including Crossroads GPS and Restore Our Future advertised there but have since pulled out, as did the pro-Obama group Priorities USA Action. Neither the Obama nor the Romney campaigns actively advertised in the state.
Elizabeth Wilner, vice president of the advertising tracking group Kantar/Campaign Media Analysis, said that except for the recent addition of Wisconsin as a battleground, the states that have seen presidential campaign advertising have not changed since the spring. Independent groups, not the Obama and Romney campaigns, have pushed to make states like Pennsylvania, Michigan and Minnesota and even Wisconsin more competitive, Wilner said.
"The cake was basically baked in May. The states you're seeing in play have stayed the same," Wilner said. "The candidates never made real investments in any other states. The independent groups are the first to go in to a state and the first to go out."
The ads from Americans for Job Security and the Ending Spending Action Fund are targeting disaffected Obama voters who may be persuaded to support Romney this time. They also focus on women, who polls show favor Obama by a wide margin in many swing states.
The Americans for Job Security ad, "Running," depicts a woman jogging with a baby stroller. She said she voted for Obama but is disillusioned by his economic policies and adds that her husband has been "laid off twice" during Obama's first term.
"Now we're facing another recession," she says in the ad. "The future is getting worse under President Obama." The ad is airing in Colorado, Florida, Iowa, North Carolina, Ohio and Virginia.
The Ending Spending ad campaign was expected to launch ads Thursday in Virginia, Ohio, Iowa and Wisconsin. In one 60-second ad, female voters who backed Obama look into the camera and say they now regret their decision.
"I had huge hopes but ? you know what? ? I got burned in 2008," says a voter identified as Jodi C., a registered nurse from Illinois. "He has failed to address my two most important things, which are debt and divisiveness."
"I didn't feel that he was doing enough to unite the country," says a voter Connie F., a mother and grandmother of four from Green Bay, Wis.
In another spot, former Rep. Artur Davis of Alabama explains why he left the Democratic Party. "This year, I'm casting my vote for someone who can fix the problems facing us. That's Mitt Romney," Davis says in a 30-second ad that is part of the Ending Spending campaign.
Online, the voters expand on their reasons for voting against Obama.
"I'm a factory worker, just barely hanging on," says a voter identified as Anita L. from Woodville, Wis. "If Obama gets back in, there is no future for anybody."
The ads and videos were produced by Stephen Bannon, the conservative filmmaker behind Citizen United's recent documentary about disaffected voters, "The Hope and the Change." They are being paid for by Ricketts, the billionaire founder of the Nebraska-based TD Ameritrade Securities. Earlier this year he rejected overtures from some Republican strategists to fund an independent group that would run ads focusing on Obama's controversial former pastor, the Rev. Jeremiah Wright.
The Ricketts ads were set to be coupled with radio and online advertising, direct mail and door-to-door voter contact programs led by former Bush White House political director Sara Taylor Fagen.

NEW YORK (Reuters) - An investigation by New York's top prosecutor into whether a group of private equity firms used a fee arrangement to dodge taxes may be undermined by the state's own public pension fund.
New York Attorney General Eric Schneiderman in July subpoenaed more than a dozen private equity firms, including Apollo Global Management LLC, Bain Capital LLC, KKR & Co LP, Silver Lake Partners LP and TPG Capital LP, over their practice of converting management fees paid by investors into fund investments.
Schneiderman's office is investigating whether the practice, known as a "management fee waiver", was exploited by private equity firms to reduce their taxes.
But one issue for Schneiderman may be that the $150.6 billion New York State Common Retirement Fund is among the investors that has long agreed to management fee waivers, according to a source with direct knowledge of the matter.
The Common Retirement Fund is overseen by New York Comptroller Thomas DiNapoli, who supervises state finances and is the sole trustee and manager of the fund. Representatives for DiNapoli and Schneiderman declined to comment.
Some outside experts say the fund's endorsement of fee waivers may offer some legitimacy to the practice.
"This tells us that the New York state pension fund thinks this is legal or they wouldn't be doing it," said Steven Kaplan, a University of Chicago finance professor whose research focuses on private equity.
Public pension funds that participate in waivers enjoy no tax benefits as a result, but these waivers can help them cut losses if a private equity fund does not perform well by allowing them to recoup some or all of management fees paid.
The New York public pension fund is now reviewing the use of fee waivers because it wants private equity fund managers to commit more of their own money to funds, not because of worries about the legality of the arrangement, the source said.
News of Schneiderman's investigation emerged in September and quickly took on political overtones. One of the buyout firms subpoenaed by the attorney general is Bain, which was co-founded by Republican presidential candidate Mitt Romney.
Some Republican lawmakers have said the probe by Schneiderman, who is a Democrat, is politically motivated. DiNapoli, also a Democrat, has said he supported the investigation.
"I have full confidence that Attorney General Schneiderman is doing this on the merits and looking at an issue in terms of responsibility on taxation that I think everybody cares about," DiNapoli told cable news program Capital Tonight earlier in September, when asked about political criticism of Schneiderman's private equity tax probe.
DiNapoli did not publicly disclose that the pension fund he oversees has such arrangements with private equity firms.
New York's state pension fund has invested in several funds run by private equity firms that have been subpoenaed by Schneiderman, including Apollo, KKR, TPG, Providence Equity Partners Inc and Vestar Capital Partners, according to public filings listing the fund's assets as of March 31, 2011.
Some of these funds boast hundreds of investors each, a significant portion of which may have participated in management fee waivers.
The potential loss of revenue for New York from the fee waiver practice is not clear, but experts have said it is likely smaller than that for the federal government. The Internal Revenue Service has potentially seen hundreds of millions of dollars in lost revenue due to these waivers, but has not taken action against their use.
Schneiderman is armed with a new tool - an enhanced state False Claims Act that allows for treble damages and penalties in tax cases.
Schneiderman and DiNapoli are two independently elected state officials, but they have teamed up on investigations, including a probe on unpaid life insurance benefits and a joint task force against government corruption.
DiNapoli's predecessor, Alan Hevesi, resigned in December 2006. In 2010, Hevesi pleaded guilty to participating in a pay-to-play scandal at the state pension fund. He was sentenced to up to four years in prison.

In October,?the Maui County Business Resource Center (MCBRC) will host two internet marketing and income experts to help Maui business owners and entrepreneurs use internet marketing more effectively in their businesses.
Steve Zuwala will answer all sorts of questions from the audience during his free-flowing, question-and-answer style workshop on internet marketing. While Chris Wentzel will focus on specific income generating strategies he has used successfully.
The MCBRC also has an entire lineup of short business workshops for October. Every month, local business experts share a wealth of knowledge and experience at the free workshops and topics vary by month but usually focus on starting, financing, and growing a small business.
The MCBRC is a division of the County of Maui Office of Economic Development and also has free business counseling with business executives in the US Small Business Administration?s Service Corp of Retired Executives (SCORE) counselor program.
